New Delhi, July 4: In a major breakthrough against organised street crime, the Central District Police of Delhi have dismantled an organised mobile snatching module operating in the busy ITO–IP Estate corridor. The operation led to the arrest of two accused, the recovery of a stolen motorcycle used in multiple offences, and the invocation of Section 112 of the Bharatiya Nyaya Sanhita (BNS), which deals with organised crime.
The accused have been identified as Asif (26), a resident of Bijnor, Uttar Pradesh, and Tarik alias Danish (22), a resident of Shastri Park, Delhi. Police investigations revealed that the gang had been involved in a series of coordinated mobile snatching incidents carried out within a span of nearly one hour, targeting unsuspecting commuters travelling through one of Delhi’s busiest road networks.
The case is being viewed as a significant success for the Central District Police, as investigators relied on extensive CCTV analysis, technical surveillance, human intelligence, and local information to crack the organised crime network.

Series of Mobile Snatching Incidents Sparked Investigation
The investigation began on June 27, 2026, after a resident of Gwalior, Madhya Pradesh, approached Police Station IP Estate to report a mobile snatching incident.
According to the complaint, the victim was travelling as a passenger on a Rapido motorcycle near the IP Flyover, ITO, heading towards Kashmere Gate when two unidentified men riding a black motorcycle suddenly approached and Mobile Snatching his OnePlus Nord 4 smartphone before fleeing the scene.
Based on the complaint, FIR No. 252/2026 was registered under relevant provisions of the Bharatiya Nyaya Sanhita, and a detailed investigation was launched by the police.
During the preliminary inquiry, investigators discovered that the reported incident was not isolated. Instead, four separate mobile snatching cases had taken place within approximately one hour in and around the ITO–IP Estate area, indicating that a well-organised criminal gang was operating systematically in the locality.
Police officials stated that the repeated offences created panic and insecurity among daily commuters using the route, making it necessary to launch an intensive operation to identify and apprehend those responsible.
Special Investigation Team Formed
Considering the seriousness of the incidents, a dedicated police team was constituted under the supervision of Inspector Naresh Kumar, SHO of Police Station IP Estate, with overall supervision by ACP Rajeev Bhardwaj of Kamla Market Sub-Division.
The investigation team included:

The team was assigned the task of conducting an intelligence-driven investigation using both technological and conventional policing methods.
More Than 750 CCTV Cameras Examined
One of the most remarkable aspects of the investigation was the extensive examination of surveillance footage.
Police officers scrutinised more than 750 CCTV camera recordings collected from flyovers, road intersections, entry and exit routes, and several other strategic locations around the crime scenes.
Simultaneously, technical surveillance was initiated while secret informers were activated to gather intelligence regarding the movement and identity of the offenders. Local police units also collected ground-level information from residents and sources familiar with criminal activities in the area.
The combination of digital evidence and human intelligence ultimately helped investigators establish the identity of one of the accused, Asif.
Accused Arrested After Interstate Operation
Following identification, police teams developed intelligence regarding Asif’s whereabouts.
Acting on the information, a police team travelled to Village Mahdood in Bijnor district of Uttar Pradesh on July 1, 2026.
After sustained surveillance and search operations, the accused was successfully apprehended.
During interrogation, Asif confessed to his involvement in the mobile snatching incidents and disclosed that he had committed the crimes along with another accused identified as Shahrukh, who remains absconding.
Based on Asif’s disclosure, police recovered a stolen motorcycle bearing registration number DL6SBN5699, which had been used during the commission of the offences.
Verification later revealed that the recovered motorcycle itself had been stolen and was connected to MVT No. 014717/2026 registered at Police Station Wazirabad.
Second Accused Arrested in Delhi
Further interrogation revealed the involvement of another key associate, Tarik alias Danish, who allegedly played an important logistical role in the organised criminal network.
According to police, Tarik was responsible for:
- Arranging stolen motorcycles.
- Providing logistical support.
- Facilitating disposal of stolen mobile phones.
- Assisting gang members in evading law enforcement agencies.
Based on these disclosures, the investigation team conducted another operation and successfully arrested Tarik from Shastri Park, Delhi, on July 2, 2026.
Police officials stated that Tarik’s role was crucial in ensuring that the organised module functioned smoothly after every snatching incident.

Organised Crime Network Functioned with Clearly Defined Roles
The investigation has revealed that the accused operated with a structured and systematic modus operandi resembling an organised criminal enterprise.
Police said the gang primarily used stolen motorcycles to avoid identification and escape quickly after committing offences.
Typically:
- Shahrukh drove the motorcycle.
- Asif, sitting as the pillion rider, targeted unsuspecting commuters and snatched their mobile phones.
- The duo immediately fled using predetermined escape routes.
After the snatching, the stolen devices were allegedly handed over to Arjun, who acted as a receiver responsible for disposing of the stolen property.
Meanwhile, Tarik arranged vehicles, coordinated logistics, and ensured smooth movement of the gang while helping members avoid police detection.
Investigators further found that the gang followed a fixed revenue-sharing model.
According to police findings:
- Asif received 40% of the proceeds.
- Shahrukh received 40%.
- Tarik received 15%.
- Receiver Arjun retained the remaining 5%.
The structured allocation of responsibilities and systematic sharing of illegal earnings prompted investigators to invoke Section 112 of the Bharatiya Nyaya Sanhita, dealing with organised crime.
Police officials believe this is one of the significant aspects of the case, as it demonstrates that the offences were not random acts but part of a coordinated criminal enterprise.
Habitual Offender with Long Criminal Record
Police verification through the Interoperable Criminal Justice System (ICJS) revealed that accused Asif is a habitual offender with an extensive criminal history.
Investigators found his involvement in 23 criminal cases registered across Delhi and the National Capital Region.
These cases include offences related to:
- Mobile snatching
- Robbery
- Theft
- Property offences
- Repeated violations under provisions of the Bharatiya Nyaya Sanhita
Several of the previous cases were registered at police stations including IP Estate, Geeta Colony, Shahdara, Vivek Vihar, Jagat Puri, Link Road, New Friends Colony, Connaught Place, Kashmere Gate, Madhu Vihar, Sahibabad, Sunlight Colony, Patparganj Industrial Area and others.
Police officials stated that Asif had repeatedly returned to criminal activities despite previous arrests, making him a repeat offender.
Several Cases Worked Out During Investigation
The arrests have helped investigators solve multiple pending cases.

Police are currently verifying disclosures made by the accused regarding their involvement in additional offences.
Search Continues for Remaining Mobile Snatching Gang Members
Although two accused have been arrested, the investigation is far from over.
Police teams are actively searching for absconding accused Shahrukh, who allegedly drove the motorcycle during the snatching incidents.
Efforts are also underway to trace Arjun, identified as the receiver responsible for disposing of stolen mobile phones.
Authorities are simultaneously attempting to recover the victim’s stolen OnePlus Nord 4 smartphone along with other property connected to the offences.
Police officials stated that further arrests are expected as the investigation progresses.
Strong Message Against Organised Street Crime
The successful operation highlights Delhi Police’s growing emphasis on intelligence-based policing and technological investigation.
Officials believe that analysing more than 750 CCTV cameras, combining technical surveillance with local intelligence, and conducting interstate operations played a decisive role in dismantling the organised module.
The invocation of Section 112 BNS also reflects a tougher legal approach against gangs operating through structured criminal networks rather than treating individual incidents as isolated offences.
Police maintain that such focused operations are essential for improving public safety and restoring commuters’ confidence in busy commercial and transport corridors like the ITO–IP Estate stretch.
Investigation Continues
Delhi Police have confirmed that further investigation is in progress to identify additional associates, recover stolen property, verify the accused’s involvement in other criminal cases, and dismantle any remaining links of the organised network.
Officials have reiterated that sustained surveillance, intelligence gathering, and coordinated enforcement will continue against organised street crime to ensure safer roads and stronger law enforcement across the national capital.
