Accused Had Been Absconding for Nearly Nine Years, Permanent Non-Bailable Warrants Issued by Court
Bharatpur Double Murder Case: The Anti-Gangster Squad (AGS) of the Crime Branch, Delhi Police, has apprehended a 50-year-old alleged criminal wanted in connection with the sensational double murder case registered at Police Station Uchhain in Bharatpur, Rajasthan, in 2017. The accused, identified as Chumma alias Naval Kishore, son of Devi Singh, was arrested after sustained technical and manual surveillance, according to the Delhi Police.
Police said the accused had been evading arrest for approximately nine years and that permanent non-bailable warrants (NBWs) had been issued against him by the competent court because of his continued absence. A supplementary charge-sheet had also been filed against him under Section 299 of the Code of Criminal Procedure after he could not be arrested during the investigation.
The arrest brings a long-pending accused in a serious double murder case within the legal process after years of alleged evasion.
Delhi Crime Branch Tracks Long-Absconding Accused
According to the Delhi Police Crime Branch, the AGS team received specific and credible information on August 24, 2026, regarding the movement and whereabouts of Chumma alias Naval Kishore in connection with the Bharatpur Double Murder Case.
The information was developed and verified before the police team mounted surveillance at the suspected location. Investigators combined technical analysis with manual surveillance and field intelligence to establish the accused’s movements in the Bharatpur Double Murder Case.
The operation was led by Inspector Krishan Kumar under the close supervision of ACP Bhagwati Prasad, AGS, and the overall supervision of DCP Crime Branch Harsh Indora, IPS.
The police team included SI Govind, ASI Surender Kumar, ASI Mintu, ASI Dharmraj, ASI Deepak, HC Pappu, HC Shyam Sunder, HC Tarik, HC Anoop and Constable Dheeraj. Their coordinated efforts helped advance the investigation into the long-pending Bharatpur Double Murder Case.
During the surveillance operation, the accused was reportedly spotted and intercepted by the team. Police subsequently confirmed his identity as Chumma alias Naval Kishore, against whom permanent warrants of arrest had been issued in connection with the Bharatpur Double Murder Case.
2017 Bharatpur Double Murder Case
The accused was wanted in FIR No. 160/2017, registered at Police Station Uchhain, Bharatpur, Rajasthan, under Sections 307, 302, 147, 148, 149, 323, 341, 336, 447 and 427 of the Indian Penal Code, according to the Delhi Police. The case is the Bharatpur Double Murder Case that had remained pending with regard to the accused’s arrest.
The case originated from a dispute over agricultural land. Police said the complainant, identified as Subhan, alleged in his written complaint that his father, Ramratan, had purchased approximately 2 bighas and 8 biswas of agricultural land from Dhau, the father of accused Mangal, and others.
According to the complaint, Ramratan had subsequently remained in possession of the land and had been cultivating it. However, a dispute over the property was already pending between the parties, and the accused side was allegedly bound by a stay order. The dispute eventually became central to the Bharatpur Double Murder Case.
The land dispute later escalated into a violent confrontation, leading to the criminal proceedings associated with the Bharatpur Double Murder Case.
How the Violent Confrontation Unfolded
According to the police account, on July 14, 2017, at around 5 pm, a group of approximately 30 to 40 accused persons allegedly reached the disputed agricultural field.
Police said the group was armed with various weapons and allegedly began ploughing the jowar crop cultivated by the complainant’s family. Tractors reportedly belonging to Shani and Sundar were allegedly being used during the activity.
When the complainant and his family members reached the location, the situation allegedly turned violent.
According to the FIR and police investigation, the accused persons allegedly opened fire and assaulted members of the complainant party. The incident resulted in the deaths of two people, while several others suffered serious injuries, including firearm-related injuries. These events formed the basis of the Bharatpur Double Murder Case.
Police and emergency personnel subsequently reached the scene. The injured were shifted to hospital for medical treatment, while the bodies of the deceased were taken into police custody as the investigation proceeded.
The incident subsequently became the subject of a major criminal investigation at PS Uchhain, with the Bharatpur Double Murder Case becoming one of the significant cases in which several accused persons were investigated.
Investigation Led to Multiple Charge-Sheets
Following registration of FIR No. 160/2017, investigators began examining the roles of the individuals allegedly involved in the incident.
The Delhi Police said that after completion of the investigation, charge-sheets and supplementary charge-sheets had been filed against approximately 35 accused persons in connection with the Bharatpur Double Murder Case.
During the investigation, police said that offences under Sections 147, 148, 447, 341, 323, 325, 307, 302, 336 and 427 read with Section 149 IPC were found to be applicable against Chumma alias Naval Kishore.
However, investigators were unable to arrest him at the time.
Because of his continued absence, permanent warrants of arrest were issued against him. A supplementary charge-sheet was subsequently filed under Section 299 Cr.P.C., a provision dealing with proceedings when an accused has absconded and cannot be produced before the court.
Police said Chumma remained absconding from the time of the incident until his recent apprehension in Delhi, leaving his alleged role in the Bharatpur Double Murder Case pending before his arrest.
Crime Branch Intensifies Surveillance Against Wanted Criminals
The arrest forms part of the Crime Branch’s wider efforts to identify and apprehend criminals wanted in serious cases across Delhi and neighbouring states.
According to the press release, the Crime Branch has been increasing operations against organised crime, extortion, armed assaults, ATM theft and the illegal use of firearms in the national capital.
The Anti-Gangster Squad has been tasked with identifying active and allegedly dangerous criminals, gathering intelligence about their movements and networks, and taking legal action against those wanted in criminal cases.
In the present case, investigators relied on a combination of technical surveillance, field intelligence and manual verification. Police said the sustained surveillance ultimately enabled them to establish the accused’s whereabouts nearly nine years after the 2017 incident and make progress in the Bharatpur Double Murder Case.
Accused Listed as Bad Character of Mohan Garden Police Station
The Delhi Police said Chumma alias Naval Kishore is a Bad Character (BC) of Police Station Mohan Garden, Delhi.
Police records cited in the press release indicate that he has previously been involved in several criminal cases registered in Delhi and Rajasthan.
The cases listed by police include offences relating to the Excise Act, Gambling Act, assault, obstruction of public servants, criminal intimidation, rioting, offences involving firearms and other criminal provisions.
Among the cases cited are FIR No. 470/2000 under Section 61/14 of the Excise Act at PS Uttam Nagar, FIR No. 878/2001 under the Gambling Act at PS Uttam Nagar, and FIR No. 732/2001 under Sections 341, 323, 308, 506 and 34 IPC.
Police records also include cases registered at PS Ranhola, including FIR No. 88/2021 involving allegations under Sections 341, 323, 307, 332, 186, 353, 147, 148, 149 and 34 IPC, along with provisions of the Arms Act.
Other cases listed in the police release include FIR No. 301/2019, FIR No. 260/2011, FIR No. 129/2011 and FIR No. 536/2016. A case registered at the Mahila Thana in Jaipur in 2024 has also been cited in his previous criminal record.
The police have described him as a person with a history of involvement in multiple criminal cases, while his arrest is being treated as a significant development in the long-pending Bharatpur Double Murder Case.
Police Raid Incident in 2021
During interrogation, investigators also examined the accused’s previous activities in Delhi.
According to the Crime Branch, an Excise Department raid was conducted at a premises allegedly used by the accused as a godown in 2021. Police allege that the accused, along with family members, attacked Excise Department officials and obstructed them from performing their official duties.
A case was subsequently registered as FIR No. 88/2021 at PS Ranhola under various sections of the IPC and the Arms Act.
These allegations form part of the accused’s previous criminal record cited by the Delhi Police.
Accused’s Background and Delhi Connection
According to the police profile, Chumma alias Naval Kishore is originally from the Uchhain area of Bharatpur district in Rajasthan. Police said he comes from a family of seven brothers, one of whom has since died.
He is married and has children. According to investigators, after leaving his native village, he came to Delhi along with his brother and subsequently began living in the city.
Police said that during his stay in Delhi, he came into contact with criminal elements and allegedly became involved in unlawful activities, including the illegal sale of liquor.
The Crime Branch further stated that he had previously been arrested in a criminal case and remained in judicial custody before being released on March 5, 2021.
Investigators said that after his release, he allegedly continued maintaining contact with criminal associates.
Nearly Nine Years of Alleged Evasion
One of the significant aspects of the arrest is the length of time for which the accused allegedly remained outside the reach of investigators.
The 2017 Bharatpur case involved two deaths and multiple injuries, while the investigation resulted in criminal proceedings against a large number of accused persons. However, Chumma alias Naval Kishore could not be arrested during the initial investigation.
Permanent warrants were subsequently issued against him, and the police continued efforts to locate him.
The Delhi Crime Branch said that sustained surveillance and intelligence gathering eventually enabled investigators to trace his movements in 2026.
His apprehension was carried out in accordance with the legal process, and further investigation and interrogation are currently underway.
Investigation and Interrogation Continue
Following his arrest, police said the accused’s background, criminal antecedents and possible links with associates were being examined.
Investigators are also expected to further verify the circumstances surrounding his alleged involvement in the 2017 Bharatpur double murder case and his activities during the period in which he remained absconding.
The Crime Branch has not indicated that the arrest concludes the broader investigation into the 2017 case. Rather, the apprehension of the long-wanted accused could assist investigators in completing pending legal and investigative procedures connected with his alleged role.
The accused, like any person facing criminal allegations, remains entitled to due process of law, and the allegations against him are subject to determination by the competent court.

The arrest highlights the role of specialised police units in tracing accused persons who remain wanted for serious offences over extended periods.
In this case, the Delhi Police said the combination of technical surveillance, manual intelligence gathering and field verification proved crucial in locating the accused.
The Crime Branch has reiterated its focus on identifying active criminals, monitoring organised criminal networks and executing outstanding warrants against persons wanted in serious cases.
The apprehension of Chumma alias Naval Kishore after nearly nine years marks a significant development in the long-pending Bharatpur double murder case. With the accused now in custody, further legal proceedings and investigation will determine the next course of action in the case.
The Delhi Police Crime Branch has emphasised that the arrest was made in compliance with the process of law and that further interrogation and investigation are continuing.
