In a landmark move focused on employee welfare and administrative efficiency, Delhi Police has introduced a WhatsApp-based grievance redressal and support system in its East District. The initiative, described as one of the most comprehensive welfare measures in the department’s history, aims to resolve service-related, personal, and family concerns of police personnel in a time-bound and confidential manner.
The initiative has been launched in the East District on the directions of Rajiv Kumar, Deputy Commissioner of Police (DCP), East District. A detailed operational order outlining the framework and implementation process has been issued by Vipul Aneja, Additional Deputy Commissioner of Police–II, East District.

Addressing Long-Standing Challenges Faced by Delhi Police Personnel
Police personnel often work under intense pressure, facing long duty hours, unpredictable schedules, and high-risk assignments. Despite their crucial role in maintaining law and order, many officers and staff struggle to find time to address their own service-related grievances or personal issues. Routine matters such as pension documentation, salary discrepancies, medical bill reimbursements, or leave encashment often require multiple visits to offices, leading to frustration and delays.

Recognising these challenges, the East District leadership conceptualised a system that brings administrative access directly to police personnel through a platform they already use daily—WhatsApp.
How the WhatsApp-Based System Works
Under the new initiative, serving police personnel as well as retired employees of the East District can submit their grievances directly via WhatsApp. Once a complaint or request is received:
The concerned branch or official contacts the complainant on the same day
The process of resolution begins immediately
Regular updates on the status of the complaint are shared proactively
Efforts are made to resolve the issue without unnecessary paperwork or physical visits
This system ensures transparency, accountability, and speed—three elements often missing in traditional grievance redressal mechanisms.
Comprehensive Coverage of Service-Related Matters
One of the most significant strengths of this initiative is its wide scope. According to official orders, the WhatsApp system covers almost all service-related matters, including:
- Service Book corrections and updates
- General Provident Fund (GPF)
- National Pension System (NPS)
- Medical bill reimbursements
- Pension-related issues
- Salary anomalies
- Promotion and seniority matters
- Transfers and postings
- Modified Assured Career Progression (MACP)
- Leave Travel Concession (LTC)
- Leave encashment
- Arrears and financial dues
- Compassionate appointments
- Permission for higher education
By integrating all these services into a single communication channel, the department aims to significantly reduce administrative bottlenecks.
Mental Health, Family Support, and Confidential Assistance
Beyond service matters, the initiative places strong emphasis on the mental well-being and family welfare of police personnel. Officers facing mental stress, family disputes, or personal challenges can reach out directly to senior officers via WhatsApp.

Availability of expert assistance and professional counselling when required

Leadership Vision Behind the Initiative
Explaining the philosophy behind the move, DCP East Rajiv Kumar emphasised that police personnel work tirelessly to ensure public safety, often at the cost of their own personal time and family life. If their internal problems remain unresolved, it affects not only their morale but also their efficiency on the ground.
The initiative, he believes, creates a support system where officers feel heard, valued, and supported—both professionally and personally.
Encouraging Suggestions and Participative Governance
The WhatsApp platform is not limited to grievance redressal alone. Delhi Police personnel have also been encouraged to share:
